When is a retaining wall permit required?
Retaining walls are structures designed to restrain soil. They are used to bound soils between two different elevations. A retaining wall permit is required when installing a new retaining wall or replacing an existing retaining wall on residential and commercial properties.
When is the permit NOT required?
A separate retaining wall permit is not required for less than retaining walls less than four feet in height above grade (the natural level of the ground), however a land disturbance permit may be required.
Who can apply for a permit?
A permit can be obtained by licensed contractor or the property owner. In order for the property owner to obtain a permit, the property must be their current permanent residence.
Applying for Retaining Wall Permit
To apply for a retaining wall permit, please visit the construction permit desk located at the “Zoning and Permitting” entrance on the south side of City Hall. Retaining walls permit are generally issued within 5-10 business days.
Licensed Contractors: Please bring your Trade Card, Business License and state issued ID (e.g. driver’s license).
Property Owners: Please bring your state issued ID (e.g. driver’s license). You will need to sign an affidavit certifying that you are responsible for the project.
All Applicants: Walls that are 4-6 feet in height require a completed owner’s indemnification form prior to issuance. Walls that exceed 6 feet in height must be engineered and require a completed and stamped engineer’s indemnification form prior to issuance.

To complete your permit requirements, you will need to schedule two inspections using the online inspection request form. Alternatively you can call 770-730-5600.
1. Pre-Construction Meeting and Site Inspection: The pre-construction meeting site inspection is conducted prior to any and all land disturbing activities. Please schedule prior to installing silt fencing and tree save fencing.
2. Final Inspection: The final inspection is conducted when the project is completed.
